The battle over impoundments has begun. Among the ways President Donald Trump aims to impose his will in Washington is by refusing to spend all the money Congress tells him to spend.

President Trump is impounding funds already legally authorized by Congress, in defiance of law, precedent, and arguably the Constitution.

Trump was sentenced to an unconditional discharge which don't carry penalties but the conviction will remain on his record.
