Reports of a “person screaming” led authorities to a man who had been killed, Pennsylvania authorities say. The Philadelphia Police Department said officers responded to the report around 7 a.m. March 19 in the Upper Roxborough neighborhood and found an unresponsive man “lying on a plastic sheet between two parked cars.”
