UNITED NATIONS — Israel has refused to renew visas for the heads of at least three United Nations agencies in Gaza, which the U.N. humanitarian chief blames on their work trying to protect Palestinian civilians in the war-torn territory .

These and a thousand other memorials and rituals are expressions of Germany’s Erinnerungskultur, a “memory culture” built up over decades. Lately they have been overlaid by a more familiar sight: the markers of bitter rows over Gaza.
