Yes, Not only cars, but our own tempo traveller (on hire) was parked right beside ASSI ghat near the Alakananda cruise jetty. Boats are available from Assi ghat for various ride options - they charge around 300 bucks per head or 3K for whole boat - these are country boats with gensets and loud noise...so be prepared for smoke and noise too...although once sailing - these hardly matter cos the view mesmerizes all.

If looking for luxury then all 5 stars are present in Varanasi. Many of them close to the Cantt where it is more peaceful, away from the (beautiful) chaos of Banaras.
