There are some parking lots that you have to pay at. Some street parking as well but I think those were metered as well. I believe if you tour the dam area, there is parking associated in that section of the park.
The park by the river doesn't have hours. As long as it is not covered by snow & ice, it is open. The museum does have hours and you can call them at (612) 341-7555.
